Pennsylvania Clean Vehicles Program
Buying a new car, truck or SUV?

Did you know that if you purchase a 2008 or newer vehicle outside of Pennsylvania, you may not be able to register it in PA? Read below for some simple answers to a few questions commonly asked by motorists about the Pennsylvania Clean Vehicles Program.
Beginning with model year 2008, “new” passenger cars and light-duty trucks with a gross vehicle weight rating (GVWR) of 8,500 pounds or less that are sold or leased and titled in Pennsylvania must be certified by the California Air Resources Board (CARB) or be certified for sale in all 50 states. For this program, a “new” vehicle is a qualified vehicle with an odometer reading less than 7,500 miles.

The Pennsylvania Department of Environmental Protection (DEP) and the Pennsylvania Department of Transportation (PennDOT) have worked with the automobile manufacturers, dealers and other interested business partners to finalize procedures for complying with these new requirements. DEP is focusing on its outreach with the manufacturers and dealers on what they can offer for sale and how to certify that the vehicles are compliant. PennDOT’s role is to ensure paperwork procedures for title and registrations include these certifications of compliance or that the vehicle owner qualifies for an exemption to the requirements. In all cases, DEP will use information obtained during PennDOT’s title and registration process to oversee and audit, as needed, certain vehicle title transactions to determine compliance to the program.

Qualified Vehicles:
Model year 2008 and newer passenger cars and light-duty trucks with a gross vehicle weight rating (GVWR) of 8,500 pounds or less and with an odometer reading of less than 7,500 miles are considered qualified vehicles for this program.

PENNSYLVANIA MOTORIST FAQ:

1. What vehicles must now have California Emissions? Any new model year 2008 or newer passenger car, light-duty truck or SUV that weighs 8,500 pounds or less. For the PCV program, a “new” vehicle has less than 7,500 miles on the odometer.

2. Does this program affect used cars? No, it affects only new model year 2008 and later vehicles. For the PCV program, a "new" vehicle has less than 7,500 miles on the odometer.

3. Does this program require a Pennsylvania motorist to go out and buy a new car? No. Only model year 2008 or newer vehicles weighing 8,500 lbs or less that have less than 7,500 miles on the odometer must be CARB certified. Older vehicles already titled and registered in Pennsylvania are not required to have CARB certification.

4. If I buy a new vehicle at a dealership outside of Pennsylvania, will I be able to title and register it in Pennsylvania? Only if it is certified by CARB for use in California or for all 50 states. Dealerships in neighboring states may stock CARB certified vehicles even if that state does not have similar requirements. PennDot will not title a model year 2008 or newer vehicle that does not comply, unless it's purchase meets one of the limited exemptions.
