Early in the 19th century the English discovered that France's sheltered Mediterranean coast had mild winters, and soon they flocked here in large numbers. Afternoon strolls were fashionable, but the rocky, six-foot-wide path along the shore was hardly suitable for gentle walks. In 1820 the Reverend Lewis Way organized the construction of a sweeping promenade, planted with palm trees and decked with flowers. Not surprisingly, the locals soon called it the Promenade des Anglais (the Englishmen's Walk). Today a busy highway cuts between the sea and the ornate exteriors of the belle époque luxury hotels. Even amid the sprawl of ugly concrete apartment blocks, the palms, flowers, strolling crowds and views remain unchanged - a superb background for Nice's festivals.
