Occupying a hilly site at the head of ocean-going navigation on the Yaquina River, Toledo overlooks Georgia Pacific's sprawling tidewater lumber mill. The federal government first established the mill during World War I to process Sitka spruce, an important component of early 20th-century aircraft.
