York W. Bailey Museum, in the Penn Center Historic District at 16 Penn Center Cir. W., depicts the culture and history of the Sea Islands' African-American population since the Civil War. A 20-minute video and a permanent exhibit, Education for Freedom, details the history of Penn Center, which was founded as Penn School in 1862 to provide formal education and settlement assistance to former slaves.
