Tomah is the crossroads for west-central Wisconsin, midway between Minnesota's Twin Cities and Milwaukee, and is where I-90/I-94 separates into two distinct highways. In the spring of 1856, Robert E. Gillett and his son, Robert A. Gillett, began planning the city they were to lay out on this site. Legend had it that years before the great Indian Chief Tomah had built a council house near the creek, and the Menomonee and the Winnebago had met there in peace.
