15.6 miles: 13 minutes
From Spencer, Idaho, to the Montana border, I-15 rolls through a stark landscape of mostly treeless hills as it gradually ascends to the Continental Divide at Monida Pass. Also called Veterans Memorial Highway, the road parallels a Union Pacific rail line that was once part of a route to the western entrance of Yellowstone National Park.

I-15 enters Targhee National Forest north of Spencer, but the few trees lining the way quickly peter out, leaving you with only fence posts, utility poles and the odd herd of cattle for company all the way to Monida Pass—6,870 feet above sea level. Bleak, snowy winters and empty vistas lure photographers eager to capture the austere mountain scenery.
