Victory Rover Naval Base Cruises departs from the downtown waterfront; tickets are available at the Nauticus museum at One Waterside Dr. Passengers aboard the Navy-themed Victory River enjoy a 2-hour narrated nautical sightseeing tour. Both enclosed and open-air decks on the vessel afford views of Naval Station Norfolk and its aircraft carriers, nuclear submarines and guided missile cruisers.
